No. Finn moved on and Princess Bubblegum has no intention of actually liking Finn as boyfriend and girlfriend. She just got worried about Flame Princess in Burning Low 'cause she is physically unstable.

I think so, it shows in "Too Young" when Peebles said that she wanted to stay young with him. She kisses him just because of his little acts of sweetness such as in "Wizard Battle" and "The Real You". Peebles just focuses on her responsibilities as a monarch in her kingdom. She was glad when he moved on, because she cared for Finn, she didn't want him to think she's pushing him away. (I'm starting to became dramatic again -_-)
