I think it'd go to Urahara. Guy's just got a million tricks up his sleeve, and all without using his bankai. They both have unrevealed bankai, so it's difficult to make any sort of judgment call.

Ukitake has a health problem, so that comes as a disadvantage.

Disregarding Jushiro's health problem, he would likely win this. Firstly, his Zanpakuto can redirect any of the energy attacks that Urahara would make, and redirect them at varying strengths. Secondly, he is older and has some hundreds and hundreds of years of experience over Kisuke. The health problem is definitely a disadvantage, but showed that he was capable of fighting for short bursts against Starrk and Lilinette, so I don't see the problem. It could certainly go either way, with this in mind, as he is sick but older and more experienced, while Kisuke is intelligent and very analytical. However, I'm going with Jushiro, out of respect for him.
