They're all great! But this one's got the least in terms of development.

I love 1x19 the most - that dance scene is totally epic! Not to mention they used a Within Temptation song which made me a VERY happy Delena fan! Plus, maybe not a lot of development between them per se, but they did spend a lot of time together because of Stefan acting like mentally deficient nutball! ;) LOL

let the right one in cause it had like one scene....

This is hard. But while I love the rain scene and the one where they are in the school, I think the others are better episodes.
