Elsa has great ice powers, but she's anxious, insecure and she was raised locked in a castle. I think that Merida and Mulan have a bigger chance.

I think Elsa's survival hinges on a pretty big "IF" and that is that while theoretically she could survive due to her ice powers, her abilities rely on her emotional state. By now, it is assumed that Anna is dead, devoured by a horde of zombies or possibly zombified and maybe even taken out by Elsa. This would have devastating psychological consequences for Elsa and thus a lack of control over her power, leaving her vulnerable. Two things can happen: she either draws strength from the memory of her dead sister and soldiers on, freezing any zombie fool enough to chow on her or she collapses into a state of anxiety in which a zombie bites her, infects her and now we have zombie Elsa (who may or may not have ice powers, that's the sequel you should make Disney!)

Merida and Mulan can go either way given their respective training and outdoorsmanship, but Mulan would have the edge due to her ability to think quickly, and make improvised weapons. She's basically the MacGuyver of the Disney Princesses, which means that she'll survive.

Yes, but, Elsa's powers ARE apart of her. What is with everyone hypothetically speaking as if Elsa didn't have ice powers? She does have them, and in the Walking dead universe, she would have every right of using them. I just feel that out of these Elsa would go the quickest, but I still think Elsa rightfully earned her spot in the top three.

Elsa is likely to go last because of her great powers.

I still think Elsa would have been one of the first to die. But of the top three, she should go next. She has no survival skills except the capacity to freeze people.
