Tough choice, as there are Slashers in the Dollars and Dollars in the Slashers, but if Anri and Mikado were to have a war, the Slashers would win. Anri can make them do whatever she wants, and Mikado has to rely on their loyalty. Also, as the fight goes on, more and more of the Dollars would side with the Slashers due to being under Saika's influence. And, since Shizuo left the Dollars after the incident with Chikage's girlfriend, they no longer have him on their side. SImon's a pacifist, so they don't have that advantage either, and Izaya wouldn't join in because he prefers to manipulate things from behind the scenes, and he'd never put himself in a position where Anri would be able to cut him.

Only about 10% of the Dollars members would know how to fight. I doubt Simon, Celty or Izaya would get involved.
