What exactly makes a pending club become an official club?

I know that a club has to have an ikoni and banner first, and that it needs to have a certain amount of content and fans/members first. Are there any other requirements? Is the exact number of mashabiki and contributions known, au does it differ from club to club, au at different times? Does it matter whether the contributions are of different types - images, videos, makala etc?
