If you're using Classic Fanpop, then you'll see a button called 'fan of it?' under whatever you're viewing. If you're using Modern Fanpop, you'll see 2 arrows pointing up and down. Up = Upvote/like. Down = Downvote/dislike. Again, these buttons are under whatever you're viewing.

Rating - in its original sense, as in giving content a rating between 1 and 5 - hasn't been possible on fanpop for some years. Instead, wewe can shabiki content wewe like. This is done kwa clicking the green button which says "fan of it?". Once clicked, it'll turn grey and the uandishi will change to say "I'm a fan". It's located on the bottom right beneath a video au an image, on the juu right above an makala and on the right inayofuata to a link. Other types of content - chemsha bongo questions, answers, foramu posts - can't be fanned.
