Isn't it sort of messed up about Haruko and Mamimi?

They are 19 and 17 and constantly flirting with a 12 mwaka old. That is beyond bizarre. I know that this anime/manga has no correlation with reality, but still. wewe don't see girls that age do that with kids so young. It seems almost illegal.
