I would say that he fell for Rapunzel truly when they were in the mashua and the lanterns were around them (I See The Light). But, I still got the impression that he hinted to having possible feelings for her even before that. One instance would be at the Snuggly Duckling. Yes, he wanted her to go back to the tower so he could get his satchel back, but if wewe notice carefully, when Hook-Hand Thug is approching Rapunzel, Eugene stands in front of her and seems to be protecting her. Yes, it might not necessarily mean he had feelings for her then, but there was that need to protect her, which is something. Another time would be in the cave. She wants to dive down in the water to see a way out, but he brings her up and says it's useless. At that moment, I got the impression that he had some type of consideration for her and her well-being (to not drown au get hurt in the dark water). There was also when he admitted his real name to her. It was an instance where he was comfortable with telling her a secret he had kept for a long time. There's trust in there. There is another instance involving trust; the campfire scene. He tells her his whole story, thus trusting her of keeping his secret. Also, when he came back from getting zaidi firewood, and he was talking to her, he saw that her mood/presence had changed after her encounter with Mother Gothel (which he did not know about) and he asked her if she was okay. This shows that he is concerned about her and her feelings, which is another hint for him having feelings for her. Obviously, there is the scene where they are at the kingdom, especially when he see's her with her braided hair. wewe see it in his expression that he's saying ''Wow... she is beautiful'' (include Max's winking). There is also when at the end of the dance, they end up with each other and things seems awkward for a second, which could be another hint. One last part of this scene would be when they just left the dock, and he was telling her that she should get the best view. He wanted her to have what she wanted, and made an extra effort to bring her somewhere special. Finally, there is the lantern scene. There is romance in the air and they finally see that they feel something for the other (love <3). One part of this scene I like is when he holds her hand and they start imba to each other while looking each other in their eyes. Well, I upendo this scene overall, so anything in this scene, and movie, I will love. :)
