Can prefects take points?

In the sekunde book Percy the prefect takes some points off Ron for entering the girls bathroom - but in the fifth book Ron says that prefects can't take points? Hmm...

Apparently there's two versions. Rowling made it so they CAN take points in the new version, correcting a mistake - so I'm sticking kwa my answer.

actually, prefects cannot take points. when malfloy became prefect, he mentioned that he wished he could take a few hundred points from gryphendor(sp?). the only time that students besides head boy/girl could take/give points was when umbridge made the inquisitorial squad. as for percy, he didn't take away points, he was probably just threatening to, because ron wouldn't have known that he couldn't do it. au maybe he was just messing with his brother, although, percy doesn't seem to be the type who would "mess around" persay.
