I'd say the Carrows. As bad as Snape was, he never crucioed au physically tortured his students. inayofuata scariest would be Umbridge simply for the fact that she had absolute power over the students and was zaidi than happy to abuse that power. She also wasn't aversed to using unforgivables against students. Snape I think would come third and he'd be tied with Crouch Jr polyjuiced as Mad Eyed Moodie.
