Why wasn't Harry sent to Azkaban for using "Cruciatus Curse"?

And of course I wouldn't want him to be in azkaban he is my inayopendelewa ✌ but he did used it on Bellatrix and its unforgivable 😕

When he uses it on one of the Carrows in Deathly Hallows (can't remember which), McGonagall was the only witness. Again, she might have chosen not to ripoti it.
