Bellatrix was scary but she didn't scary me like The Pink Toad did her and all her kitty plates yuck.

Umbridge looks so harmless and that juxtaposed with her extreme cruelty, for example punishing the students with 'I must not tell lies' lines etched into their own skins, was spine-chilling. The manner in which she gradually becomes a dictator at Hogwarts after Dumbledore's temporary abdication and has a neurotic need for control is almost worse than Bellatrix's mindless violence or Voldemort's cunning because she gets within the heart of the protecting fortress and attempts to destroy it from within. It's not something you'd suspect for someone on the side of "good" (Hogwarts/The Ministry of Magic) to completely disbelieve and even torture a herald of danger.
