At first Italy's did because he reminded me so much of Mario XD and Japan's was a bit hard to ajust to because i seriously thought he sounded zaidi Russian then Japanese, i have no idea but i upendo them all now!

I don't find any of the voices annoying, well, that's in the english version. They all sound annoying in the japanese version, And i hate the fact america & russia sound almost exactly alike in the japanese version. >_<

Russia sounds zaidi cute in Japanese though O,O same with Italy and Finland
America's Japanese and English voices were rather annoying at first but I quickly got used to them because I personally found the voice suiting. Italy's English voice I also had to get used to because of the stereotypical Italian accent that sounded like Mario if he were a kid. I don't like China's English voice, I don't dislike it as much as I used to since I have to say I think the voice sounds a lot better since the first dubbed episode. Japan's English voice I'm used to now but it was annoying when I first heard it because I could hardly hear what he was saying.
But for some reason both Sealand's English and Japanese voices will forever annoy the hell out of me.

why? his voice is cute your just hearing wrong stuff. but Sealand in Japanese mode, omg i can't understand anything bc i can't speak that much of Japanese so ya... I'm sorry...
I read the manga first, so I had my own ideas of what they sounded like, and I wasn't annoyed when I heard them, I was just really surprised. It took me a while to get used to it. I still have some that I don't like, like Belarus, but I'm pretty fine with the voices kwa now. I have some I don't like in the Japanese, too.
Well, all the characters with extremely loud voices can be obnoxious ( ex: Prussia, America, ect.) I personally don't find them annoying, wewe just have to lower your volume when one of those characters comes up XD. I find the Japanese voices zaidi annoying. In general, they are fine, I've seen zaidi obnoxious.

Japanese mode is pretty annoying O,O its like "omg i can't understand anything your saying!!" lol
I hate Norway's dubbed voice so much I can't even watch episodes that feature him. I don't think it suits his character at all. Denmark's voice in World Series annoyed the heck out of me too but since his voice actor changed in Beautiful World I'm able to watch him and listen to him talk now. But Norway? Nope, can't stand to listen to him at all.
