Why does nobody rate on this spot?

There are lots of mashabiki of this spot, and lots of people contribute picha and shabiki fictions and video and links, and lots of people comment. But why does nobody rate anything?

I personally have rated pretty much everything in this spot, and some content from a long time zamani has been rated a few times because I ilitumwa it to the VRSOF. But for the most part, people view and leave maoni but do not rate.

Why is that?

(P.S. I know a lot of maoni for picha etc come from people who don't belong to Fanpop, but there are definitly fanpop users who are not rating what the view.)
