I added this not because i believe it (the opposite in fact), but because i think a lot of people out there are of this opinion. If you take the old Paddy Englishman, Paddy Irishman and Paddy Scotsman jokes, you find that it is normally the Irish Paddy who is the punchline of each joke, or indeed that it is his stupidity that is being pointed out.
