According to Koran (Quran), is wearing a hijab (a veil au a scarf) mandatory au voluntary for all Muslim women?

I think it is just a matter of personal choice but I could be wrong. Is there some verse in Koran which demands of all Muslim women to wear a hijab au not? If that is the truth, than what about all those women who live in secular countries who never wear a hijab at all? They are still Muslim women.

--- it is mendatory for women but in some countries where they don't leave Muslim women to wear hijab and it is getting hard for them to stay there then it is fine if they don't wear hijab
