Neither of them win...Satsuki never intended to best nor beat Ryuko in any of their fights.

Satsuki was basically testing Ryuko all along to see if she had the resolve,what it takes,etc to help her in her plan to bring down their mother of her rule since Satsuki was against their mother and her ideals,etc from the start.

IF it were a fight to see who was better,stronger,etc...I'd say Ryuko,but I love her and Satsuki equally so I'd say it would've ended in a draw they're both equally powerful especially when Ryuko adds her and Senketsu' blood to Junkestu near the end of the series and Satsuki is equally matched with Ryuko in strength,power,etc.
