Younger brother. He looks way younger than Ryuga, at least by a couple of years. Plus, according to the STRONGEST DRAGONIS 4D GUIDE, Ryuto is Ryuga's long-lost younger brother (they actually battle).

RyutoMood,Ryuto is Ryuga's younger twin brother.Twins do NOT have to look exactly the same.They could share much appearances,but some different,like personality,or hair,or eyes,or age,or anything.The most important thing in twin siblings is to remember that if twins got one or two differences,it just does NOT mean that they're not twins.
