yes he was. He only had a tiny bit of hair left in the middle. He interweaved hair pieces onto what little hair he had and wore wigs.

I think Michael was partially bald on the juu of his head in the area where he got burned in 1984,hair probably did regrow in that area but not are lot of hair but a fair amount enough to at least put a hair piece over the area au comb hair over it.
