If Sailor Cosmos is Sailor Moon's ultimate form, and Chibi Chibi is actually Sailor Cosmos in disguise, would that mean Chibi Chibi is actually Chibi Usa's mother?

I mean in the manga. Yes, I know that in the anime, Chibi Chibi is Galaxia's starseed. But in the manga, she is a disguise for Sailor Cosmos, who is the ultimate Senshi form of Usagi. Since Usagi is Chibiusa's mother, could one also say that Chibi Chibi is Chibi-usa's mother? Since Chibi Chibi was really Usagi in her ultimate form?

I would suggest it is the oppostie. It's been a while since I've seen it, but I had the impression it went Usagi, Chibi-Usa, Chibi-Chibi.
