What made us think Cookie Monster will become Veggie Monster?

In 2005, There was a rumor that they will retire Cookie Monster with Veggie Monster to help kids be healthy. I remember back in 1992, There was a sketch where Cookie Monster was decorating for his birthday party. And reads card that was on the box of his birthday cookies. Then Cookie Monster ate the whole box of his birthday kuki, vidakuzi and there was none left for the party, He felt depressed and took a nap and had a nightmare on meeting a giant talking cookie.
