I have to say Televisa so far. They had some of the best made telenovelas in past two decades: Esmeralda, Usurpadora, Manana es Para Siempre, Madrastra, En Nombre del Amor, Amor Real, Rubi...ect.

But judging on how things are going so far, Telemundo having new shows like Donde Esta Elisa and Alguien te Mira, while Televisa is mostly recicling new worse versions of stories we saw over and over again... I'd say that there are pretty good chances on Telemundo taking over, but I'm not sure.
