What would make the Career Pack ally with a non-Career?

I know in the first book, they ally with Peeta because he persuades them that he can help them track down Katniss. What other factors could persuade them? Physical strength, a high training score probably, but any skills in particular? What about allying in the middle of the Games not at the start? Does anyone have any ideas? It's for a fanfiction I'm considering.

I also know the District 3 boy used the ability to reactivate the mines to get them to ally with him (and probably he was the one who knew where he'd planted them), I just remembered that. Any zaidi ideas?

Probably how high a score is au who might help them win, but will in the end be easy to kill off.

I wasn't asking for an explanation of Peeta's particular circumstances. I was asking for zaidi general ones.
