She was sent to Earth at the age of 3 and was taught and trained around the age of 9 kwa her adoptive parents (Mary-Ann and Jude-who bought her there in the first place and trained her without Phoebe knowing a single thing about her history and who she really was and thought she was a normal American girl and those were her real parents)
People thought Phoebe was weird-by the way she read people so perfectly and the way she was not scared of lighting.
Kids her age thought she was mental and the Parents of others and even teachers thought she was screw-loose and a witch.
The secret was revealed to Phoebe kwa Queen Bee, who kidnapped her parents and wanted to steal Phoebe's quintessence powers (Phoebe didn't know she had powers and well wewe know, she knew nothing at the time)
Queen Bee told her everything (Who knows how she knows-its still a mystery) But saying it in such a way kwa making it her adoptive parents fault.
Phoebe managed to defeat Queen Bee (Using her powers for the first time) and killing five of her henchman in one go. She escaped with both her adoptive parents safely.
Well after all that power and victory-she had an idea of fighting crime. Well she found her Rabbit Hole 'cause she found out about the YJ team one night and well wewe know-gushed on about her powers that Batman allowed her to join.

Somewhere in the Arctic, 4:49 a.m.
Nathan curled up on the rocky floor of the dark cave, protected from the snow for now. He'd found a piece of rock chipped off from the edges of the cavern and had somehow created a spark that had ignited into a flame. How it was sustaining, well, he didn't know. But it was keeping him warm, and for that he was grateful.
It suddenly dawned on him that he felt immensely drained, nearly useless. His moyo wasn't beating as fast as usuall. Pushing himself up, he went to find a pool of ice, to see what was wrong. What he saw shocked him: his hair had turned to it's orginal mocha hue, a sign of no powers.
He sighed, and realized with a jolt he was in a cave. A cave... and the last person he'd seen was the Batman's daughter. This small fact slightly amused him, but amusement turned to worry. "Fin..." he murmured. "Why can't wewe see past what I've done? Why can't wewe see that I upendo you?"
