I'm gonna have to say Kanako Miyamae from Maria Holic. While the true comedy of the anime does come from her, Mariya, and Matsurika's banter, Kanako holds the comedy really well on her own. The scene where Kanako reveals that she's an atheist to the student council president will always be priceless to me...

Kazama from D-Frag. Since he is the only normal person at this school, he is always aliyopewa reactions and points out everyone's insanity, and it is just hilarious

I have to say Shuu Tsukiyama. Everytime he comes on... I'm dying. Like what is this French Wanna-Be dude doing in Tokyo Ghou!? JKJK, I know why. He's just questionable at times.

A few characters come to my mind but I'd go with Luffy from One Piece! (he's on the right!) He's made me laugh numerous times!
