I have a swali about a story idea, any help?

Okay, so I have been wanting to write a story where people are gifted and the government want them.....blah,blah. wewe know cuz everyone writes them. But what if I set it in the Victorian Era and their biggest fear was being taken to the asylum. The powers would be different, very different, I'd probaly make them up. But what do u think bout this?
