I dunno. They're pretty equally selfless imo. They both give up everything for their fathers, but Mulan has to literally give up who she is as a person so maybe she is a little more selfless?

From my perspective...

Good-bye, Belle. I have been waiting for you to leave this countdown for a very long time. You’re only selfless when it involves your daddy---otherwise you don’t even care. You have a snooty personality that you have self-cultivated for a very long time, and you use people (Lumiere, Cogsworth, and the Beast) because it suits you to do so. When you discarded them, you didn’t even consider the consequences they faced (Lumiere and Cogsworth both got in serious trouble with their master for feeding you and giving you a tour strictly against his orders, and the Beast got mauled by wolves while protecting you, after you invaded his private space and ran off). When your father got sick, the beast did you a true kindness, by letting you go to him. How did you repay that kindness, Belle? To this day, I don’t believe you ever truly loved the beast the way he loved you. Loving someone else is simple. It should not involve choosing one person’s life (your father’s) over another person’s life (the beast’s). Loving your fiancé should not involve betraying your fiancé: tattling on the whereabouts of the beast to your stalker, and allowing your stalker to murder him! Your actions were far from honorable, Belle, and yet you persisted in your thinly-veiled selfish behavior right up until you got the prince killed. I don’t consider you the most selfless, Belle. No, not by a long shot.

Mulan didn’t have a snooty attitude, not even once. Mulan didn’t look down on others, and use them for her own personal benefit. Mulan felt guilty about not bringing her family honor through the normal route—becoming a bride. So she sacrificed her life for her dad’s. She went into the army in his stead, to prevent her crippled father from becoming the first casualty of war. But Mulan didn’t stop there. She protected her fellow soldiers’ lives from Shan-Yu’s gargantuan army: she outwitted Shan-Yu with an avalanche. In addition, Mulan saved her Captain’s life, by preventing him from suffocating to death. After Mulan was exposed as a woman, she questioned her own self-worth, as well as her ability to prove herself valuable to her society. When Mulan saw Shan-Yu and his hardiest followers pop right out of the snow, she could have turned back (thinking only of her own humiliation and needs), and could have decided--right then-- to give up on saving lives. But Mulan went out of her way to come back, save the Emperor, and permanently end the threat of a hostile takeover of her country. Mulan saved multiple lives (not just her father’s), and she did not substitute one person’s life over another person’s life (which is what Belle did). In the final assessment, I consider Mulan to be the most selfless of the princesses.

^ Mulan got a snooty attitude at least twice: once with the army soldier who came to the town and again to her father when they were drinking tea, right after. She also got snooty with Mushu but I don't count that because he deserved it.

It's really close in my opinion since they are consistently pretty selfless but I had to go with Mulan because she gave up the prestigious position the Emperor offered her.

@audreygrace: then did you mean to pick Belle because Mulan gave up on prestigious award?

I'll just stick to analyzing the "selfish/selflessness" traits and not venture into "my list of negative traits" here. It takes courage to change your life in a heartbeat, to look into the eyes of a "seemingly" monster and become a prisoner by choice. It wasn't a "tough job", becoming a slave/prisoner is a horrible choice and a great sacrifice.
To keep overlooking serious behavior issues in someone and not just minor ones but violent anger and to come back to it is also selflessness.
To leave the life you've built step by step, found love in it is also a great sacrifice. She not only left Beast because she loved her father but she felt driven by her duty to take care of him in his old age, take care of him more than herself or Beast. When given a choice between herself or her father, she selflessly chose her father, despite that it would have broken her heart. It would have been far too easy to choose Beast.
To save her father again from going to asylum, she had to reveal Beast's truth, not to harm Beast. It was Gaston who manipulated the mob into thinking Beast will harm the town people.

Mulan was, however, much more sacrificial. Even though she joined the army to save her father but she excelled in it to save her people, who were nothing to her, but yet she practiced hard and learnt at every step. To come back to save people from Huns, and talk to someone who had rejected her and forgotten her effort to save lives was also selfless. She was almost alone in her fight, yet she did it for others and not just her family.

I think choosing to deny the prestigious position offered by Emperor wasn't selflessness but her true wish. She wanted to go back to her family after this long. Not selfish of course, but not selfless either

Honestly, I would choose Belle. She's selfless and so is Mulan. But like what others would usually say, Mulan's slightly more selfless.
I agree with anukriti2409's explanation.
