Why the section of uploading picha has changed? It has changed only to me au to everybody else

That looks like the vintage format. Did wewe accidentally click on the link to use that uploading method? au was it a temporary glitch? I've just added an image and the normal method worked fine for me.

As Flicker mentioned, that's definitely the old format. wewe probably accidentally toggled it somehow. It should go back to the newest one if wewe leave the image uploading tab and go back to it.

I am facing the same problem and it is not going away. What should I do?
