Are most American schools like this?

My parents just enrolled me to an American school right after moving here, and unfortunately for me ,my first siku was Tuesday after being in the school for less than 10 minutes. A senior comes up behind me and grabs "me". Offended ,violated and wanting him to go away I ended up elbowing him in the mouth, chipping his front tooth. And now he is trying to blame me for it, saying I should have known it was "inappropriate touch Tuesday". Do normal American schools have an "inappropriate touch Tuesday"?
