I agree wih wewe in the movie Megatron seemed like the most powerful. He was the boss of everyone and very strong so I think it is too.

It's Megatron, but the Fallen created the Decepticons. The Fallen guides the Decepticons in Revenge of the Fallen, and Megatron was again the leader when the Fallen was killed kwa Optimus Prime.
