Well, Alice can see things when someone decides something. But ít isn't always clear, and mostly foggy. Wanyonya damu she can see the best (family even more) and humans she can see okay. Alice was tuned on to anything that could happen to Bella and the rest of the family and also on Edwards orders to the decisions of the Volturi.

Alice was looking for too much therefore blurring her vision, but she was looking for the wrong thins to begin with. Along with everything else, she was focusing on Victoria's decisions and Victoria kept herself out of the loop using Riley and new borns. She was looking for someone trying to hurt Bella and that was also not the case. The vampire who came to Bella's house only came for things to get her scent off of. So with those things not happening, Alice could not see anyone she didn't know she was supposed to be looking for.
