Tiana is determined and she fought hard for what she wanted, then found what she needed, and ended up getting both. As her dad says, she has the gift of cooking, and has always followed her dream, which ended up in her getting the man and the restaurant :D

Mulan didn't exactly "succeed". She had no defined goal at the beginning of the movie. Her insecurities and the lack of self worth made her desperately want to please her family and become a perfect wife so she would bring the honor to her family but her intention failed and she felt heartbroken. At some point her father is being called to war and she takes his place because he seems top weak and ill to fight, but then eventually as she develops and grows some back bone, battling her insecurities and becoming more self confident, she realizes that she went to war to also prove something to herself. But her goal wasn't to win the war, not at any stage of her development. Her goal was first to save her father and then to prove she was worthy of something. Same with Rapunzel, seeing the lights was her dream at first, then it turned into her way of dealing with her emotional issues, then she developed feelings for Flynn and he became her new dream, then she found out the truth about herself and had to face some shocking news but she had no defined goals throughout the movie.

Ariel and Tiana did have some pretty concrete desires: Ariel wanted to be a part of human world, Tiana wanted to open a resturant business. Both of them achieved those goals by the end of the movies. Voting Ariel because succeeding in becoming a part of a whole new culture and going through such major transformations in addition to changing her father's (the King) mentality about the human world is more of an achievement than opening a resturant.
