Solitude is the kiti, kiti cha of the Imperial Legion in Skyrim and generally has really nice buildings + a good layout. But the aesthetical beauty and atmosphere of Whiterun is insurmountable. Also my favourite place to sell dungeon loot after the Thieves Guild fences, due to the many merchants within a small area (Warmaidens has 2000 dhahabu each for Adrianne and her daddy, Belethor with another 2000, Arcadia's Cauldron, etc).
