If people add "banner" as a keyword, you can very easily find all the banners. Keywording properly seems a lot easier than getting the F4 to create another entire category.

No I think it's fine this way,and it would be easier,if people would just add banner as a keyword when they upload the photo,so it would be much easier to look up,and as DarkSarcasm said some people would misuse it as a spot for fan art.

But maybe GIFs/animated pictures? Usually I post them under fanart but it seems a bit weird because some of them are not really edited.

Gifs are made by fans, so therefore they are fan art. Even if they aren't edited much, every gif is still fan made. So you are posting in the right place :)
