She would have never made her decision if Gale hadn't invented the technique that got her sister blown up. I think the whole message is that the idea of one-true-love is a little complicated, and sometimes we just end up with whatever is left and make the best of it. Sometimes life has to make the decision for us. I think this is what happened here. Also, Gale changed a lot as a person, and Katniss changed too. By the end they disagreed on a lot of core issues. Dislike really isn't the word. But they did become less compatible. She and Peeta shared a lot of the same feelings and opinions, because their experiences had been similar. So...yeah. That's my opinion.

For the option "She marries Peeta sooo...", we don't know that for sure. It never says. We all just assume they get married in the end.

It also depends on when in the story you're asking. At the start of THG, Gale is her best friend while she's never spoken to Peeta, so obviously she'd love Gale more. During Catching Fire, she's falling in love with Peeta and is also confused about her feelings for Gale after he admitted that he loves her. By the end of Mockingjay, her relationship with Gale has been strained because of his involvement in Prim's death, and then he leaves, so by the end the answer would be Peeta.
