Well, didn't they fight? And I think Zuko won, even without his firebending. It was when he was in Ba Sing Se and he and Iroh get a job at the tea shop. Jet accuses them of being Fire Nation and tries to provoke Zuko into firebending. But Zuko just kicks his butt with his double swords.
