What is your opinion on this guy?

I Think He's Strange And Yet He Has A Face Which I Can't Describe.

An interesting villain.
I can't really think of another villain that was is permanently stationary.
Seems gothic/emo hypnotist.

I think the black eyes make him look creepy

My opinion on that guy is that he has some serious issues in a lot of different things. Mostly I believe that he(Forte) craves attention and will manipulate anyone and anything to get what he wants even the Beast aka his boss!
