Frank Tenpenny is as low as they come. The corrupt cop was Rockstar’s commentary on the scandal-ridden LAPD of the Daryl Gates and Rodney King era. Though cloaked in the colors of the law, Tenpenny’s just as much a criminal as any of the Grove mitaani, mtaa Family in San Andreas, and proves to be a formidable enemy for CJ throughout the game. Upon his arrival back in San Andreas, CJ has a run-in with Tenpenny, who instantly gains the upper hand kwa threatening to frame the ex-gangbanger with the murder of a cop unless he does his bidding. He’s not the enemy wewe upendo to hate – wewe just hate Tenpenny. However, we can’t deny that he has a certain amoral flair, which is enhanced kwa a menacing voice-acting performance kwa legendary actor Samuel L. Jackson. He remains the ultimate GTA bad guy.
#2: DIMITRI RASCALOV - GRAND THEFT AUTO IV:
Having betrayed anyone he's ever known just to survive, and having gotten Roman killed.
Dimitri will always be remembered as one of the most twisted gta characters ever.
wewe KNOW he's a good villain, when the sight of him gasping for air while bleeding out, gives players a smile.

Billy bore many similarities to Trevor Phillips, another psychotic, homicidal drug addict. They also were very different since Trevor is insanely loyal and protective, while Billy betrayed his associated on multiple occasions.
Billy is one of the most evil and amoral Grand Theft Auto IV Villains, and kwa far the most evil Lost MC Member. Billy breaks every single code of the group, and is ready to betray anyone just to get out alive. Johnny Klebitz quickly became disgusted kwa Billy's ways.
But in the end. Billy finally did one redeemable thing in the entire game, and that was accepting his death.
#4: ray BURGARIN - GRAND THEFT AUTO IV:
He often makes rather creepy maoni thoughout TBOFGT.
Including the mention of gun fights give him a "bonor"
And his brutal murder of the cook, gives out a certain shock level. It's one of the few times (if ANY) that gta shows decapitated heads.
#5: THE DIDACT - HALO 4:
For all the tortured motivations of this list’s evil elite, there’s still something satisfying about a good kikale, kale fashioned space opera lunatic. A galaxy-hopping, single-minded psychopath, hell-bent on the total global genocide of (obviously) Earth--an entirely justified pursuit as he saw it--The Didact managed to trick Master Chief into freeing him, wipe out an entire science research station, and even in failure took out the population of an entire Earth city. He was a total badass, utterly relentless in his quest, and with a whole new trilogy just getting started, don’t think for a sekunde that his death is certain.
#6: STANISLAUS BRAUN - FALLOUT 3:
The original plan was for everyone to stay salama in the pods while staying mentally engaged with each other via VR until it was salama to come out. Doctor Braun had a different idea entirely. He designed the VR so that he was the only one who knew that he was in a VR. He saw himself as a sadistic god who could live out his fantasies forever. Why would he want to go back to the real world where he was so unaccepted?
Our main character in Fallout 3 is searching for his father, and his quest eventually leads him to the kuba where Braun has his stasis pods. We enter a pod with the main character, and find ourselves in a twisted take on Leave it to Beaver, ironically called "Tranquility Lane."
A young girl named Betty approaches us first, asking us to do zaidi and zaidi devious tasks in order to get information about where the hell we are. Fallout 3 is all about choice, but wewe have to do at least a few of the tasks before wewe can try to find your own way out of the maddness. Betty asks us to break up a family, make a kid cry, and... well, it gets much zaidi nefarious after that.
No matter how wewe play it, wewe eventually find out that Braun is disguising himself as Betty in this particular varition of his VR hell. Braun is beyond your typical "destroy the world," garden variety evil, because he keeps the only people who had any belief in him alive for the sole purpose of torturing them. And the way the technology of the stasis pod is designed, there's no way of knowing when it all could end: without outside interference, it's conceivable that they could be in there forever. It's already been 200 years, and they're still going strong.
A developer from Bethesda admitted that Betty was partially inspired kwa a Twighlight Zone episode ("It's a Good Life") where a kid has the power of a god, and destroys all of humanity excpet for some adults in his hometown, which he treats as toys. That episode creeped me out for years, and so did Stanislaus Braun.
#6: HOYT VOLKER - FARCRY 3:
Like most (if not all) of the game's antagonists, Hoyt Volker appeared to be a sadistic, vicious, emotionless, deranged and mentally unstable psychopath who was shown ruthlessly torturing and executing innocents and was the main reason for the Rook Islands' endless turmoil that has taken the lives of many of the island's residents whom Hoyt despises for an unknown reason. His crude and bloodthirsty nature is further shown when he makes the remaining survivors in Beras Town to run across a mchele field, filled with landmines, when he asks "Foster" to interrogate Riley for information and the brutally beat him up until he can't stand, when he ruthlessly kills an unsuspecting Sam and then makes a crude joke out of it kwa saying that he is sitting this game out and when he blew up a boat, full of hostages (because the customer would not negotiate outside country lines) and laughed maniacally at this murder act while listening to "Ride of Valkyries". Hoyt describes all of the Rakyat and the native people as savages and orders his men to kill any natives on sight. He is also zaidi than willing to kill anyone who is allied with the natives.
Nearly disturbing as Vaas with his strikening eyes and thick and angry South African accent, Hoyt was arrogant, mocking, taunting, smug and overly confident in dialogue but also a highly intelligent and calculating human trafficker and drug lord who until his death, was arguably the most dangerous man in the Rook Islands and the leader of the "Rook Island chakula chain". Like Vaas, he was also a very greedy and ruthless man who showed little if any sympathies for the people he kidnaps and sells them into slavery. During his fight with Jason, he makes a crude joke to him kwa telling him that he sold his brother to a man in Yemen who "likes them young".
Despite Hoyt not being a strong masculine like Vaas au Buck, he compensated for this with his agility and his surprisingly strong kisu fight skills. He also showed that he was a man whom not everyone would mess with and showed impressive leadership skills - he controlled an army of bloodthirsty mercenaries and had control over Vaas who despite being bigger in strength and height and was a ruthless and psychotic killer, seemed to fear Volker and carried out any task he gave him.
Hoyt also shows that he is quite retaliative as he goes as far as burning a man (a possible member of Hoyt's army) alive in a cage to onyesha to the others what will happen if they betray him au break his rules.
#7: DOCTOR HARLAN FONTAINE - LA NOIRE:
Fontaine is a post WWII psychiatrist who makes this orodha because he destroys so many lives while believing he's doing good, all while championing himself as a mental health advocate. Developer Rockstar is most often cited as a company that champions debauchery and chaos, which is a real shame because there is so much zaidi to the characters in their games, especially Red Dead Redemption, GTAV, and L.A. Noire.
It's a complex detective game where wewe play as Cole Phelps, a decorated WWII veteran who's making his way up the LAPD chakula chain in the late 1940s. There are many, many story threads with a rich diversity of characters that rarely cease to surprise. Harlan Fontaine is heralded for his work with WWII veterans in particular, helping them to readjust to life after the war.
As the story develops, we learn that Fontaine is not what he seems. Not kwa a damn sight. What makes him zaidi evil than the other psychopaths and criminally insane characters in the game is his insistence to himself and the world that he's just trying to help, kwa any means necessary. These were the early days of psychiatry, when "experts" were trusted at their word because there was so little science to support au defame what they recommended.
Fontaine reveled in this position of power. He used it for profit, but mainly he used it to feel like and act like a god, convincing all of his patients that he was uigizaji in their best interest. When one of the patients, au anyone for that matter, questioned his methods, he'd simply deflect them with his ukuta full of degrees as proof of his good will. Anyone who disagreed, in his estimation, simply didn't understand.
His treatments lead to horrific consequences that he has multiple opportunities to stop, but doesn't. He's so full of himself that he'll let horrible things happen as long as he's sticking to his belief in his own infallibility. He's evil to the core.
#8: MASTER HAND - SMASH BROS:
In his first appearance on the title screen of Super Smash Bros., Master Hand just seems like some whimsical, disembodied hand that likes to bring trophies to life. In reality, he's a maniacal masochist that likes to watch Nintendo's cute mascots battle to the death. He watches as brothers fight brothers and rivals pummel each other into oblivion, laughing as our inayopendelewa video game characters duke it out in a no-holds-barred battle royale. Plus, his twitchy, alter-ego, Crazy Hand, is the embodiment of evil hand gestures. Just the way Crazy Hand's contorted fingers songesha about the screen gives us the creeps.
#9: SKULL KID - MAJORA'S MASK:
Skull Kid used to be Marafiki with the four great Giants of Termina, but they had to protect the land and went to the four corners of Termina. Skull Kid did not understand why his Marafiki left him and felt betrayed, although he later befriends two fairies, Tatl and Tael. However, he was still filled with rage over the loss of his old, and caused much mischief. At one point, Skull Kid found the Happy Mask Salesman and decided to rob him, and he took Majora's Mask, which gave him incredible magical powers, although Majora began taking control of the Skull Kid. He used this power to summon cause the moon to fall to the Earth, trap all the giants and curse many of the citizens of Termina. About three days before the moon crashes, Skull Kid encounters Link, the Hero of Time. Skull Kid steals his horse, Epona, and turns Link into a Deku Scrub. However, he also abandoned Tatl kwa accident, and she decided to go with Link so she could find the Skull Kid, but she bonded with him over time, and she helped Link to stop the moon from falling and to recover Majora's Mask from him. Before the final boss, after the moon is stopped kwa the Skull Kid's four friends, who turn out to be the Four Giants that are supposed to protect Termina, Majora's Mask suddenly abandons the Skull Kid, saying that Skull Kid was a mere puppet, and that a mere puppet that is unusable is nothing zaidi than garbage. The mask floats up into the Moon's mouth, making the moon suddenly start moving again towards Clock Town, and the four giants are unable to stop it. During all this, the Skull Kid is unconscious. At the end of the game, he tells Link how good it was to have friends, and the Giants come and tell him that they had not forgotten about him, and he was still their friend. They go back to their temples, although this was the reason the Skull Kid went on a rampage, because the four races and giants of Termina were separated. Skull Kid then smells Link and suddenly remembered that Link smells like the forest kid with the fairy that taught him Saria's Song. In fact, Skull Kid is the same Skull Kid in Ocarina of Time that, if wewe teach him Saria's Song, he will give wewe a Piece of Heart.
He also appears in Twilight Princess, summoning several strange monsters to attack mbwa mwitu Link in the Lost Woods.
#10: VLADAMIR MACKAROV:
Vladimir Makarov is a man with purpose. A moral man, one with ideals. Unfortunately, being the sociopath that he is, that moral compass of his doesn't exactly point North, and in a bid to return Russia to its USSR glory days, he sets off a nuke that kills zaidi than 30,000 Marines. Later, he also coordinates the infamous Zakhaev International Airport attack, which brought civilization to the brink of World Word 3. But don't worry, Makarov gets his, courtesy of one Cpt. John Price.
#11: BILL WILLINGTON - RED DEAD REDEMPTION:
John Marston wasn't always the most heroic of video game characters. He and Bill Williamson were in a gang together, robbing the innocent, murdering those who got in their way, and doing all the evil things that varmints do in the Wild West. While John eventually turned from his unlawful ways, Bill was evil to the core and not a guy wewe would want to call a friend. After leaving John to die during a botched bank robbery, he leaves Marston for dead a sekunde time, has alluded to having an affair with Abigail Marston, and is known as the county's worst bandit. This is one bad guy we didn't hesitate to gun down when we had the chance.
#12: ANDROSS - nyota FOX:
Odds are when wewe think of Andross, wewe think of a giant monkey head floating in space with oft-vulnerable hands. But he wasn't always that way--Andross Oikonny was once a brilliant scientist with aspirations to help the universe. But absolute power corrupts most of the time, and he eventually found himself exiled to the planet Venom after his research was proved to be, wewe know, freaking evil. But his villany doesn't end there; he's responsible for countless deaths, including that of fox, mbweha McCloud's father, explaining why he often finds himself at the business end of nyota fox, mbweha Team's Arwings.
#13: PYRAMID HEAD - SILENT HILL:
Silent kilima 2 is ultimately an introspective journey about fighting personal demons, but wewe have a much zaidi real threat in Pyramid Head. He appears sporadically throughout the game, brutalizing anything in front of him as he silently stalks the hallways of Silent Hill. Equipped with just a spear, perplexing headgear, and seemingly unending fortitude, Pyramid Head looks as creepy as anything in the game, but he has the power to back up his threatening looks.
#14: BOWSER:
It’s hard to challenge King Koopa's dominance in the world of gaming villainy. No other bad guy has appeared in as many games as Bowser--which makes sense, since he chases Mario into nearly every game the plumber appears in. Sometimes Bowser is out to conquer the uyoga Kingdom, other times he just wants to best Mario in a game of tennis, but domination is always on his mind.
#15: PHILLIP CLYDE - ARMY OF TWO:
Ruthless, arrogant, merciless, sadistic, and insane, but brilliant in a twisted sort of way, Philip Clyde is a one man nightmare. He's a good person to have on your side when wewe need something reprehensible, au immoral done quickly and quietly, but generally, he's a bad person the rest of the time. Clyde prefers not to use guns to kill his enemies. Instead he uses his hands - because it's "more intimate".
Preferring the term "mercenary" to private contractor, he works alone - partly because he likes it that way - but mostly because no one else can stand him. A few of his most notorious features are his Mohawk, his face mask, much like Salem and Rios, and the Slashes on the undersides of both forearms. These scars may have been self-inflicted, which would explain his sado-masochistic behaviour. He becomes one of the most hated people in the game after Rios and Salem first encounter him. Salem and Rios encounter Clyde in an airplane before the final level and he is seen with a Glasgow smile (such as Heath Ledger's Joker,) and tries to kill both Salem and Rios. At the end of the game wewe have an objective to kill his bodyguards, and it refers to him as "Smiley," because of his Glasgow smile.
Rios and Salem are left with a uchungu, chungu taste in their mouths after their first encounter with Clyde in Somalia. Clyde mocks their failures, and repeatedly endangers their lives - even after they complete his mission for him. From that point on Rios and Salem never really trust Clyde and always keep an eye on him - the way wewe might keep an eye on a King cobra slithering slowly into your bedroom.

Odds are when wewe think of Andross, wewe think of a giant monkey head floating in space with oft-vulnerable hands. But he wasn't always that way--Andross Oikonny was once a brilliant scientist with aspirations to help the universe. But absolute power corrupts most of the time, and he eventually found himself exiled to the planet Venom after his research was proved to be, wewe know, freaking evil. But his villany doesn't end there; he's responsible for countless deaths, including that of fox, mbweha McCloud's father, explaining why he often finds himself at the business end of nyota fox, mbweha Team's Arwings.
#13: PYRAMID HEAD - SILENT HILL:
Silent kilima 2 is ultimately an introspective journey about fighting personal demons, but wewe have a much zaidi real threat in Pyramid Head. He appears sporadically throughout the game, brutalizing anything in front of him as he silently stalks the hallways of Silent Hill. Equipped with just a spear, perplexing headgear, and seemingly unending fortitude, Pyramid Head looks as creepy as anything in the game, but he has the power to back up his threatening looks.
#14: BOWSER:
It’s hard to challenge King Koopa's dominance in the world of gaming villainy. No other bad guy has appeared in as many games as Bowser--which makes sense, since he chases Mario into nearly every game the plumber appears in. Sometimes Bowser is out to conquer the uyoga Kingdom, other times he just wants to best Mario in a game of tennis, but domination is always on his mind.
#15: PHILLIP CLYDE - ARMY OF TWO:
Ruthless, arrogant, merciless, sadistic, and insane, but brilliant in a twisted sort of way, Philip Clyde is a one man nightmare. He's a good person to have on your side when wewe need something reprehensible, au immoral done quickly and quietly, but generally, he's a bad person the rest of the time. Clyde prefers not to use guns to kill his enemies. Instead he uses his hands - because it's "more intimate".
Preferring the term "mercenary" to private contractor, he works alone - partly because he likes it that way - but mostly because no one else can stand him. A few of his most notorious features are his Mohawk, his face mask, much like Salem and Rios, and the Slashes on the undersides of both forearms. These scars may have been self-inflicted, which would explain his sado-masochistic behaviour. He becomes one of the most hated people in the game after Rios and Salem first encounter him. Salem and Rios encounter Clyde in an airplane before the final level and he is seen with a Glasgow smile (such as Heath Ledger's Joker,) and tries to kill both Salem and Rios. At the end of the game wewe have an objective to kill his bodyguards, and it refers to him as "Smiley," because of his Glasgow smile.
Rios and Salem are left with a uchungu, chungu taste in their mouths after their first encounter with Clyde in Somalia. Clyde mocks their failures, and repeatedly endangers their lives - even after they complete his mission for him. From that point on Rios and Salem never really trust Clyde and always keep an eye on him - the way wewe might keep an eye on a King cobra slithering slowly into your bedroom.

But at wheat I didn't see too many of Pip's men die.
I hate seeing army men die in shows like this.

All those poor army men.
