The "She has magical powers and threatens the kingdom" plot was kinda done in Frozen. I mean, I know Elsa didn't mean to bring winter forever to her kingdom, but she still threaten her kingdom.
However, the "She plans to kill someone for her own personal gain" plot hasn't been done (for a Disney movie) and could be very interesting.

The first one sounds like the plot to Frozen. I'd leave it.

That said, you'd be hard-pressed to make her sympathetic if she's the villain of her own story and we're supposed to root for her.
