What does this mean?

Right a while back, like in April of this mwaka I reported someone, he got banned and like recently he was seen under a friend of mines fanlist and he was like on the sekunde page of just latest log in sooo he must still be able to be getting on somehow even though he's still banned. Do wewe know what this could mean? It's only once every while he seems to be on the latest log in, he doesn't log in like every siku just every now and again like. I'm confused :/ i hope he still isn't able to get on coz i can't stand him lol. He was horrible, but does this mean he is actually able to get on fanpop still even though he is banned?

2) The user was banned but not completely - some bug in the system is still allowing partial access.

3) The user was banned successfully, but some bug is inaonyesha logins where there haven't been any.

Have wewe checked to see whether the user's profaili is accessible? If so, then it's option 1 au 2. If not, then it's option 3. Have wewe seen any content ilitumwa from the user? If so, then it's option 1. If the user was banned and then allowed back, your only recourse is to ripoti the user again if/when he/she violates the Terms of Service again. If it's 2 au 3, wewe should probably ripoti it as a bug using the "Contact us" link at the bottom of any page.
