Who was the preacher really?

In the scene where the preacher gets shot they take him to an alliance vessel and it looks like they weren't going to help him. The preacher says "ID" and they scan his id card. So who was he really? Doesn't seem like he was just a preacher traveling around and there was zaidi to be found out about who he really was.
