It is said that before death people go into a peace of mind. Or sometimes before death people see things and hear things from the past. It is very possible being this was a almost death experince that Bella could have seen Victoria. Or mabye it really was victoira i mean vampires can go underwater and water travle could have been her qick escape from Forks to Seattle. Also it said before Bella closed her eyes and went into the deep sleep that she felt Edward around her. So she could have just been imagining it...
