And why did she do that? Because she's evil. And not just evil, but she's also a broken individual, on a whole different level than Rumple. If Regina wasn't evil, there would be no show. Period. There weren't very many characters powerful enough to cast the curse. Beyond that, Regina is a pretty complicated person. And, because of that, she makes a complicated villain.
