Of course the watcher would pick up may things in his watching: but the fact that all he did is watch proves he cannot be wise.

Experience or experience in knowing not to do what has been watched and learned?

I think the watcher, i mean he knows not what to do in all situations but beacause of observation he knows what is, is.
The do'er is most likely the fool, for doing the wrong the mistakes (mistakes arent wise), the watcher on the other hand, from the fools mistakes knows not to.

Well, yes that makes sense, but the fact that he's not doing it makes him an idiot on a less deep level - you know how cats supposedly have 9 lives? it's all to do with making mistakes and learning from them. If you watch mistakes being made, you can learn, but if you don;t act on that knowledge it become less about being wise and more about being an idiot. He has no chance to not make this mistakes the do'er made.
