From where does Kat recognize the girl with red hair?

When she was younger she was in the woods with Gale and this girl and a dude were running away, but this hovercraft caught up to them and speared the dude through the gut and captured the girl and turned her into an Avox. Katniss felt bad because she knew either of them could've done something to help but they just watched.
