When was katniss picked for Mockingjay and who knew before she did?

Im re kusoma the book and have yet to see the film but there are strange hints that everyone but Kat knew about the rebelion from the get go. Please help me understand when the rebellion was decided and who knew first

The way Katniss cared for Rue showed how different Katniss was than the rest of the tributes. And it helped the people to reflect to Katniss taking the place of her sister.

No. They didn't pick her for the thing with her sister, that played into it, but it wasn't until she was in the arena that she started causing a fuss. And honestly, the rebels didn't pick her the people in the districts did. They chose her bc she inspired so many people.
