I think it's meant to be associated with the hunger to kill, the hunger to win. From the Capitol's perspective, of course.
So, in this case:
Hunger does not = the need to eat and drink
...but...
Hunger = a feeling of 'need'

If wewe don't understand, think of the phrase 'blood-thirsty eyes'. It doesn't mean that the eyes need to drink blood because they're thirsty, it means that the eyes sends a message of the person wanting to kill.
