Inisha and Ivon Fowler

Seven-year-old twins Inisha and Ivon Fowler were last seen on September 11, 2006 in Pittsburgh, Pennsylvania; however, they weren't reported missing until 2016.

Background
On June 20, 2016, the police went to the Fowler household with orders from the Allegheny County's Department of Children, Youth and Families to remove the children of Patricia Fowler from her custody. Patricia was under investigation for medically neglecting four of her children. The police removed the four children from the house; but on July 6, 2016, the CYF agency officials told them there were supposed to be six children (which included Inisha and Ivon, who would've been about 17 years old at the time).

The police and CYF were unable to locate Inisha and Ivon. Although the twins were reportedly last seen in September of 2006, family members said that they haven't seen them since 2002 or 2003. Two landlords who rented to Patricia between 2006 and 2015 are sure that Inisha and Ivon never lived with her.

When Patricia was questioned about the twins' whereabouts, Patricia told the police various stories such as they were living with friends or relatives and that she had sold them to a casual acquaintance by the name of Barbara for $2,000 each. In an interview with a local Pittsburgh TV station, Patricia said that Inisha and Ivon were taken in by a friend of the family named Sheryl Willis and moved to Georgia when they were 13 years old.

In August of 2016, Patricia was charged with endangering the welfare of children, obstructing a child welfare investigation and concealing the whereabouts of Inisha and Ivon. During that same month, Patricia's 18-year-old son, Datwon Fowler was charged with imitation, relation or obstruction in child abuse cases, criminal conspiracy, obstructing administration of law or other government function and giving false ID to law inforcement.

Datwon admitted that he contacted the police via Facebook and text message, claiming that he was Ivon, and that Inisha and Ivon were living in Atlanta, Georgia. He told the police that he sent the messages himself so they would stop bothering him and Patricia with questions about the twins' whereabouts.

In May of 2017, most of the charges against Patricia were dropped; however, in July of 2017, she pled guilty to endangering the welfare of a child, unsworn falsification and public assistance false statements. She was sentenced to four years probation and ordered to pay $57,000 in restitution. As part of the plea agreement, the charges against Datwon were dropped.

On November 8, 2000, then-2-year-old Ivon was severely burned over 46% of his body, but Patricia didn't call an ambulance until the next day. Ivon was hospitalized until December 13, 2000. Patricia claimed that Ivon was accidentally scalded in the bath by his older brother. Afterwards, Inisha and Ivon were removed from Patricia's custody, but later returned a couple of days later. Although CYF never notified the police, they continued to have contact with the Fowlers.

Inisha and Ivon's cases are classified as endangered missing people.
