He was always loyal toward his human, Amos Slade. Even in face of danger, when the bear was about to attack Amos, Copper steped in before him and protected him.

He was also loyal toward Cheif, his adopted father. When Cheif was hit by that train and fell of the bridge, Copper swore revenge against Tod, his best friend.

And finally, he was loyal toward Tod himself. Just as Amos is about to shoot Tod, Copper steps in and refuses to leave his side. If that ain't loyalty, I don't know what is! <3!

It's hard for me to characterize him as loyal, because although he was loyal to his owner and even Chief, he really wasn't loyal towards Tod until the very end. And even then, that's only to save his life once and then they'll both go off on their separate ways.
